Notes to Applicants
1. Application form is available at Tsing Yi OSH Academy and North Point OSH Training Centre or can be downloaded from the Council website at www.oshc.org.hk/eng/main/training/DownloadTrainingForms/.

 

2. Please read the course information carefully and the related regulations before application and pay attention to the announcement of course changes on the Council website.

 

3.

Please submit the completed application form together with a crossed cheque made payable to the “Occupational Safety & Health Council” by post or in person. Payment of course fee could be made in cash, EPS or credit card for in-person applications. Applicants can apply online via https://eform.oshc.org.hk/course/eng/course/ListTopic.asp and make payment.

 

4.

Applicants may choose one of the following application methods:

 

(1) Online Application

 

Applicants can register as a member and apply online via https://eform.oshc.org.hk/course/enro/login.aspx .

 

Once the online application is accepted, the system will confirm the application immediately.

 

Applicants must pay the course fee within 3 working days after the application is confirmed. Otherwise, the system will automatically cancel the application.

 

Applicants may choose to pay online by credit card. The system will issue receipt as a confirmation of application after the payment is made successfully. Applicants should attend the enrolled courses according to the date, time and venue as specified and no further notice will be given.

 

(2) By Post or Fax

 

Application by post or fax, in general, we will notify the applicants about the application status within 7 working days upon receipt of the completed application form.

 

Successful applicants are required to pay course fees within 7 working days after their places being confirmed. If we do not receive cancellation notice of the confirmed enrollment within 7 working days after issuance of the confirmation letter, we will presume that applicants accepted the reservation of the captioned class.

 

If any applicant did not receive any confirmation 7 working days after the application, he/she should contact OSH Training Centre at 2311-3322 to check your application status.

 

Receipt will be sent out by post after the course fees are settled. Applicants should attend the enrolled courses according to the date, time and venue as specified and no further notice will be given.

 

(3) In Person

 

In-person applications will be processed immediately and receipt will be issued as a confirmation. Applicants should attend the enrolled courses according to the date, time and venue as specified and no further notice will be given.

 

5. Except for special case, applicants normally must be at least 18 years of age. Applicants have to provide valid HKID card or passport number for application processing and student record purpose.

 

6. Applicants’ HKID card and proof of qualifications will be verified during registration or class.

 

7. If the application is made by the organization, the Council will only notify the organization about the application status and the receipt will be issued to the organization. The organization should notify their staff individually on the application.

 

8. Unless otherwise stated, the closing date for application is two weeks before the course commencement date. Late applications will only be considered if places are still available. Places are limited and available on a first come first served basis.

 

9. Once the application is confirmed, the applicants must pay the course fee no matter he/she has attended the course or not. If outstanding course fee is not settled, the Council reserves the right to pursue any outstanding payment and to refuse any course application from the applicants or related organization in the future.

 

10. If any course is over-subscribed, the Council will consider to offer additional class. In this case, applicants will be notified about the new class within one week after confirmation of the new class.

 

11. Course fee will not be refunded except for rejection of application, over-subscription or cancellation of course.

 

12. Fees and places of courses cannot be transferred from one applicant to another. Once accepted to a course, the applicants may not change to another course.

 

13. Unsuccessful application or cancellation of course due to insufficient enrollment, the Council will notify the concerned applicants within 7 working days after receiving the application or at least 3 days before the course commences respectively. Course fees will be refunded to the applicants within four weeks after notification.

 

14. For the place of free training course, priority will be assigned to applicants who have never enrolled the particular course.

 

15. The Council reserves the right to change the course date, time and venue, and the applicants will be notified accordingly.

 

16. If applicants submits false or invalid information, the Council reserves the right to cancel the application, certificates and qualifications issued.

 

17. The Council may, at our discretion, refuse to admit an applicant.

 

18. If you wish to tell us your views or lodge a complaint on the quality of our training programme or service, you may contact the Senior Consultants of Training Division via letter, telephone (3106-3735/2116-5626), fax (3106-0022 / 2151-7411), email (trg@oshc.org.hk), or in-person (please provide your name and contact information). If the complaint is investigated and not established and the complainant wants to appeal against such decision, the appeal should be submitted to the Senior Consultants of Training Division in writing within three weeks after receiving the notification with full and complete details of the ground for the appeal. Appeal cases would be handled by Principal Consultant or Education and Training Committee. Information in relation to the complaint and appeal will be treated in strict confidence and will be released only to relevant persons.

The course fee can be paid on-line by MasterCard or VISA credit card. The system will issue a receipt as enrollment confirmation once the payment is made successfully. Applicants should attend the enrolled course as schedule and there will be no further reminder issued.

MasterCard / VISA / EPS

The course fee can be paid by MasterCard or VISA credit card terminal or EPS at the Council in person. Please bring with the Invoice and Payment Advice printed online for payment during our office hours.

 

3.

JETCO ATM

The course fee can be paid via JETCO ATM. Please bring the Invoice and Payment Advice printed online and follow the payment instructions as shown in the next page of the Invoice and Payment Advice to pay the course fee at any JETCO ATM with JET Payment Logo.

 

4.

Hang Seng Bank / HSBC ATM

The course fee can be paid by transfer via Hang Seng Bank or HSBC ATM. Please make deposit to the “Occupational Safety and Health Council” (HSBC Account No.: 567-778444-002). Please send the original bank payment advice (facsimile and photocopy will not be accepted) with the printed Payment Advice tothe Council. Please DO NOT make payment at the bank counters to avoid bank charges.

 

5.

Cheque

The course fee can be paid by crossed cheque. Please make your cheque payable to the “Occupational Safety and Health Council” and send it with the Payment Advice to the Council. The applicant’s name, contact telephone number and the course code should be written at the back of the cheque. Post-dated cheque is not accepted.

Cash

The course fee can be paid by cash at the Council in person. Please bring with the printed Invoice and Payment Advice for payment during our office hours.

Award of Certificate
 

Certificate is awarded when the student has fulfilled the attendance* and the assessment requirements of each course (Details please refer to the certificate awarding criteria of each course).
  Remark 1: Students who are absent from the class, late or leave earlier for more than 30 minutes in a class (according to our clock) will be regarded as absent for that session of the course (exception to specific courses).
  Remark 2: The Labour Department has implemented improvement measures for the system for monitoring of mandatory safety training courses, which requires that any trainee who is absent from the class more than 15 minutes for any half day session(s) will be disqualified to attend the examination. (Mandatory safety training courses including: Safety Training Course and Revalidation Course for Certified Workers of Confined Spaces Operation, Safety Training Course and Revalidation Course for Competent Persons of Confined Spaces Operation, Training Course for New Operators of Fork-lift Truck, Training Course for Experienced Operators of Fork-lift Truck, Revalidation Training Course for Operators of Fork-lift Truck, Gas Welding Safety Training and Revalidation Course, Mandatory Basic Safety Training Course for Construction Industry and Revalidation Course, Mandatory Basic Safety Training Course for Container Handling Industry and Revalidation Course).

 

Course fee should be settled in time, otherwise the issurance of the certificate will be delayed.

 

Certificate can be collected from the North Point OSH Training Centre or OSHC OSH Academy.

 

Students who apply for replacement of certificate should fill in the "Application Form for Replacement of Training Certificate" and submit the required documents. OSHC will inform the student to collect the certificate within 14 working days and the re-issue fee for each certificate is HK$50.

Arrangements During Adverse Weather
 
Morning and whole-day classes will be cancelled if Tropical Cyclone Warning Signal No. 8 or above or “extreme conditions” or Black Rainstorm Warning is issued or in force at 7:00 a.m. or before 11:30 a.m.
 
Afternoon classes will be cancelled if Tropical Cyclone Warning Signal No. 8 or above or “extreme conditions” or Black Rainstorm Warning is issued or in force at 11:30 a.m. or before 4:00 p.m.
 
Evening classes will be cancelled if Tropical Cyclone Warning Signal No. 8 or above or “extreme conditions” or Black Rainstorm Warning is issued or in force at 4:00 p.m. or thereafter.
 
All classes will be dismissed immediately if Tropical Cyclone Warning Signal No. 8 or above is issued.
 
If Black Rainstorm Warning is issued during the class, students should stay in the classroom until the end of the lesson and the conditions are safe to leave.

Candidates will be informed individually within two working days after the adverse weather for the new schedule of the cancelled courses and examination.

Student Regulations
 

 

Smoking is strictly prohibited in the OSHC’s training center.
 
Eating and drinking are not allowed in the classrooms.
 
No mobile phone should be used during lecture.
 
Any student would be disqualified and the course fee would not be refunded in case of the misconduct behavior, such as abusive language, improper dressing, causing a nuisance, unauthorized activity that interferes with and interrupts the normal learning and teaching progress, plagiarism, cheating in examination or violation of examination regulations, etc. If the concerned student is still interested in the course, he/she will be required to apply the course and pay course fee for the new application.
 
OSHC staff shall check the HKID of the student whenever necessary and or during the examination. Student will be disqualified in case of impersonation at a lecture or an examination and may lead to prosecution for criminal offence.
 
Since the classrooms could be occupied by different courses, students should not leave any course materials or personal belongings at the end of class.

Personal Protective Equipments for Practical Training Courses
 
During the practical training sessions of Safe Working in Confined Spaces, Fire Prevention, Certificate of Competence in Safe Conveyance of Dangerous Goods, Gas Welding Safety Training and Safe Use of Mobile Aluminum Towers and Safe Use of Chainsaws, students must wear suitable clothing and safety shoes. Otherwise, they may not be allowed to attend the lesson.
 
Students attending the practical training sessions of Gas and Electric Arc Welding Safety Training must wear long-sleeve overalls. Otherwise, they may not be allowed to attend the lesson. If students do not want to use the PPE provided, they can use their own protective gloves and eye protectors suitable for the welding operations.

Notes for Trainees of Mandatory Safety Training Courses
 
Contents of Mandatory Safety Training Courses

For assuring the quality of mandatory safety training courses, all training course providers are required to offer courses according to the relevant course contents as stipulated in the《Guidance Notes on Application for Recognition of Mandatory Safety Training Courses》and the《Approval Conditions for Operating Mandatory Safety Training Courses》.

 

Central Issuance of Examination Papers by Labour Department

Examination papers for the mandatory safety training courses are generated on random selection basis from examination questions prepared by Labour Department. They will be issued centrally to training course providers at the specified time soon before the examination. This examination arrangement is applicable to the following mandatory safety training courses:

Mandatory Basic Safety Training Course for Employees in the Container Handling Industry*

Safety Training Course for Certified Workers of Confined Spaces Operation*

Course arrangements and requirements

A trainee may make any queries to the training course provider on the course arrangements, including teaching language, health condition requirements, appropriate dressing, arrangements in times of inclement weather, absence, attendance requirements, class rules, visual and audio recording and etc.

 

Visual and Audio Recording

The training course provider shall make visual and audio recording during the following sections of the course:

Written examinations, including distribution and marking of examination papers in examination venue

Hands-on practice on the use of safety harness with lifeline and fall arresting device

Hands-on practice on the use of approved breathing apparatus

 

Attendance

Any trainee who is absent from the class for more than 15 minutes for any half-day sessions (applicable to theory session only) will be disqualified to attend the examination.

 

Online Learning Kit

The Labour Department has prepared a set of online learning kit aiming at enabling the trainees to acquire the knowledge and familiar with the contents of the training course. The contents of learning kit cover all parts of the above-mentioned two categories of courses (i.e. Mandatory Safety Training Course for Employees in the Construction Industry and Mandatory Safety Training Course for Employees in the Container Handling Industry and the revalidation courses). The online learning kit has been uploaded to the homepage of the Labour Department (http://www.labour.gov.hk), and trainees are welcome to browse the site at any time.

OSHC Training Fee Reduction in 2024-2025
 
 

Occupational Safety and Health Council would reduce the training fees of all courses in the financial year 2024-2025. Discount would be given to the “small and medium enterprises (SMEs)”, that is, any manufacturing businesses which employ fewer than 100 persons in Hong Kong; or any non-manufacturing businesses which employ fewer than 50 persons in Hong Kong. For the SMEs, they simply have to fill in the application form below and return the original application form together with the course application form to the Council.

Personal and Environmental Hygiene Guidelines
 
1. Stay Vigilant

 

Trainee who is not feeling well should stay away from class and consult their doctor promptly. Training Centre / Academy will arrange make-up class later.

 

2. Maintain Environmental Hygiene and Disinfection

 

Training Centre / Academy has enhanced daily cleansing and disinfection of classroom furniture, corridors, floors, toilets and related facilities, by using 1 in 99 diluted household bleach at least twice per day.

 

Training Centre / Academy has placed sterilized mats at the entrances to reduce spreading germs through shoe-sole.

 

Pour about half a litre of water into each drain outlet (U-traps) at least once per week and inspect drainage pipes regularly.

 

Keep toilets clean and dry, refill soap and disposable paper towels regularly and ensure hand washing facilities and toilet flushing system in proper function.

 

Cleansing of air-conditioning equipment and air filters every month.

 

3. Maintain Good Personal Hygiene

 

Cover mouth and nose with tissue paper when sneezing or coughing. No spitting. Wrapping phlegm with tissue paper. Dispose the soiled tissues into a lidded rubbish bin, then wash hands thoroughly.

 

Perform hand hygiene especially before touching the mouth, nose or eyes, before meal, after using toilet, after touching public installations such as handrails or door knobs or when hands are contaminated by respiratory secretion. Wash hands with soap for at least 20 seconds, then rinse with water and dry with disposable paper towel. If hands are not visibly soiled, please keep hand hygiene with 70-80% alcohol-based handrub.

 

Sanitizing dispensers are installed in the main pathway of Training Centre / Academy. Bottles of instant hand sanitizer are also available in each classroom.

 

After using toilet, put the toilet lid down before flushing to avoid spreading germs.
