Construction industry is a high-risk industry. Safe Working Cycle (SWC) is a well-recognized program which has been widely adopted in the construction industry to help implement the safety management system and improve the safety and health condition of construction sites. SWC is a well-planned and scheduled program of events either daily, weekly or monthly that have specific target or goal. It involves reinforcement of safety awareness of workers and monitoring preventive approach to ensure that any unsafe behaviour or unsafe condition will be detected and resolved before it attributes to any accident. In connection with SWC, the Hazard Identification Activity (HIA) is another well-recognized program in the construction sites which aims at enabling the site foremen or supervisors to master the HIA techniques and to reinforce team members' awareness of safety & health issues thus adhering to the control measures come up with in the HIA.

There are increasing demand for training courses on SWC and HIA as they are also among the contractual items for some of the Government construction contracts. The Council plans to develop a 2-day train-the-trainer course to equip the site management staff with relevant skills to further promote and train up their workforce to implement the programs of SWC and HIA in construction sites.
