Construction industry is well recognized as one of the high-risk industries. Its transient nature in work, high mobility of workers, various types of work carried out simultaneously, work subjected to weather condition, and multiple tier of subcontractors, etc. all pose difficulties to the implementation of safety measures. With the enactment of the Factories & Industrial Undertakings (Safety Management) Regulation, management will find it difficult to establish and implement a safety management system. It has been the experience of most organizations that various programs are required to help in the implementation of the system smoothly and effectively particularly at the shop floor level.
In order to help the industry to search various programs that may be helpful in their implementation of the safety management system, the Council organizes a one one-day training course on Safe Working Cycle. The Safe Working Cycle is a well-planned and scheduled program of events either daily, weekly or monthly that have specific target or goal. It involves reinforcement of safety awareness of workers and monitoring in preventive approach to ensure that any unsafe behaviour or unsafe condition are detected and resolved before it attributes to any accident. This safety program has been practised for more than 20 years in Japan and proven to be working well and effective in improving the safety and health condition of the construction sites and workplaces.
